George Duncan

Innovation Management Analyst

Using principles and practices from lean, agile, and dev-ops, George assists clients with cybersecurity, innovation, and change management. Bringing his experience as a career federal civil servant to every engagement, George keeps a keen eye on the needs of government clients – and their need to balance delivering on their mission with finite resources.

George is a U.S. Army veteran who started his post-college career at Electronic Data Systems (EDS, now an HP company), where he worked in Operations Development. Later, he returned to the federal government as an Analyst at the Government Accountability Office (GAO), evaluating healthcare issues and defense capabilities while managing company change management and process improvement projects. He finished his government career serving as GAO’s first Program Manager for Diversity and Inclusion. George returned to UMBC Training Center and graduated from their Cybersecurity Academy before joining Decisions Oriented.

George earned a B.A. in Public Administration from Virginia State University and an MBA from the University of Wisconsin. George holds the CompTIA Security + CE, EC Council Certified Ethical Hacker, and Scaled Agile, SAFe 4 Scrum Master certifications.
